To make creating the function and the associated trigger simpler, we will create our topic first. Navigate to the SNS console. Given that not all AWS functionality is always available in every region, we need to choose a specific region. We can do that in the upper-left corner of the web page. If the region does not say N. Virginia, select it--US East (N. Virginia)--from the drop-down menu before continuing.
Once the region is set correctly, click on Topics in the left navigation bar, then click on Create new topic and specify the name as cloud-notice:
