This book is for all those constituents – from 'grunts to execs' – with a vested interest in having an IT department that meets business needs in acceptable time frames and at acceptable costs:
The whole IT department, and not just the CIO and senior IT management. It is unfortunate that the vast majority of books for IT target either executives, with a focus on management and strategy, or practitioners, with a focus on technology. This book tries to bridge that gap by talking to both segments, because successfully changing IT will require buy-in from across the board.
