CRITERIA

To support the evaluation you need to decide what criteria to base your decision on. These will come in two main categories: quantitative and qualitative. The former are easier to deal with than the latter, although the trick with the qualitative criteria is to put them into some sort of form that you can measure. Thus making them something that you can easily compare, the Holy Grail is to be able to compare like with like. However, it is worth noting that in some cases allocating scores to criteria can be a value judgement: this makes them somewhat qualitative.
