Introduction

Once the specification is set with the sponsor, the project manager becomes responsible for the project and can begin work on the development of the project plan. Step One is to determine what work is required overall for the project, and who should do this work. Identifying the major jobs and the skills needed for them fulfills both of these objectives. When the skills become apparent, people with these skills then can be targeted for recruitment.
