Culture and Your Mailbox
When you make an Exchange Web Services request to access a given mailbox, that mailbox by default opens in the language of the Exchange CAS. This may or may not be what you want to do. The language used to open the mailbox governs how certain message properties are emitted, such as To, From, and Subject prefix, as well as the language in which error messages are returned within responses. In addition, the first time a mailbox is opened, the distinguished folders, such as Inbox or Sent Items, and so on, are localized in the language that is used to open the mailbox.[26] You specify the culture to use in an Exchange Web Services call via the MailboxCulture SOAP header.
