Refactoring and re-architecting process

All legacy programs are not created equal. Some are more mission critical than others, some are modified more frequently than others, and some just work and do not experience much in the way of maintenance or modification.

An early commitment had been made to adopt an online environment that was all J2EE. During the assessment phase it was recognized that many of the programs were in a non-critical category.
