The modernization problem

The Italian Ministry of Instruction, University, and Research (MIUR) is a large government organization with an overall budget of €55 billion. The modernization focus was on the Italian public education sector that serves 8 million students throughout 40,000 schools. Schools are grouped into about 10,500 major locations, with each one connected to information systems provided by MIUR. As a result, the Italian Ministry of Education is one of the largest employers in the world with over a million employees. Its systems manage both permanent and temporary employees (e.g., substitute teachers). The information systems support roughly 7,000 ministry users and 80,000 school employees.
