The Structure of Central Administration

The secretariat has evolved over a period of 200 years. The Chapter would include the evolution of the secretariat, its meaning, organization and role in the administrative system of the country.

The Constitution does not mention the word ‘secretariat’. Article 77(3) of the Constitution lays down that the president shall make rules for the more convenient transaction of the business of the government of India and for the allocation among ministers of the said business. The secretariat is required to run the business of the government. The word ‘secretariat’ has been derived from the word ‘secret’, that means something held back or withdrawn from public knowledge or view, unrevealed, covert or confidential. ...
