Preface

ECONOMIC WRITING ON CLIMATE CHANGE is a large and growing part of the environmental economics literature, as befits an important problem in global environmental policy that occupies a number of decision makers as well as analysts. Much of that writing focuses on issues related to the United States and other advanced industrialized economies. Although literature addressing issues in developing countries is growing, it remains small relative to the overall literature on climate change economics and policy.

Nowhere is this gap more apparent than in India. That country has a population of more than 1 billion, and an economy that is undergoing substantial restructuring and greatly increased economic growth after a number of years of stagnation. ...
