12.4. Summary

Measurement is the key ingredient in Performance Management. Although the topic is large enough to merit its own book, we have limited our discussion to some areas particularly germane to managing organizations as systems.

We believe that the following "truths" about measurement underlie effective management of organizations and human performance:

  • Without measurement, performance isn't being managed.

  • Without measurement, one cannot specifically identify, describe, and set priorities on problems.

  • Without measurement, people cannot fully understand what is expected of them.

  • Without measurement, people cannot be sure whether their performance is on or off track.

  • Without measurement, there cannot be an objective, equitable basis for rewards ...
