We believe that HRD functions are uniquely positioned to become their organizations' performance departments (or, at least, performance-based HRD departments). Reflecting the Three Levels-based systems view, rather than the limited and potentially counterproductive "vacuum" view, performance departments realize that training is a very small lever with which to move the world, no matter where the fulcrum is placed. Their people identify needs and evaluate contributions at all Three Levels of Performance.
