The best policy would be to gradually migrate APIs to the new platform, targeting logical units of APIs that can be migrated together. This, however, requires a high level of control and communication with API consumers so as not to interfere with business processes. There is always the chance that a consumer forgets to re-point to the new API endpoint and therefore retirement of old APIs is important issue here.
