Step 9: Draft Operational Plan
Begin a draft version of your operational data gathering plan once you have completed Step 6—rather than waiting for the final version of the HPI score-card. Such action will reduce the time you need between final approval of the HPI scorecard and implementation of data gathering. A clear operational plan spells out data collection and reporting responsibilities so that once the HPI scorecard is approved, data collection can begin immediately. Your plan needs to identify the following:
what data to collect
how you plan to collect data
who will collect data
how often they will collect data
