The ability to make measurements is crucial to any performance management activity. Without measurements, there is no objective data that shows where a system bottleneck is. Also, there is no way to objectively evaluate the effects of tuning the system or the application. The only alternative is to tune randomly, but even with random tuning, the outcome cannot be evaluated without measurements.
