Sometimes, more than one approach is used. For example, interviews may be held to develop an initial list. Then a meeting may be held to finalize the list and final questionnaires sent to involve all.

There are also numerous other techniques and devices that can be used to identify areas to survey. Some of these may be internally developed; some used by external firms and consultants; some available as published devices. Any are acceptable as long as they produce the information required and do so in a valid and reliable approach.
