When developing a game, you’ll typically have target hardware in mind. That is a real or imaginary minimum system specification on which your game should run without performance problems. And ideally your game should work on all later and higher specifications too. Optimization happens when, after observing how your run game actually runs on the hardware, you decide to implement changes or amendments to make it run better.
