Move the Background Layer (Unlock It)?
In the Layers panel, click-and-drag the little lock icon (to the right of Background) onto the Trash icon at the bottom of the panel (as shown above left) and it’s unlocked (as seen above right). Now you can treat it like any other layer (drag it up or down in the stack of layers).
