Past performance is the only truly accurate predictor of future performance. It is the only measure that can be proven. All else is arguable, based on hope and conjecture and, often, exaggeration.

You may be hiring people right out of school. In that case, interview based on the sorts of things that they have done at school and during the summer to find out what kind of people they really are. Look at their nonwork experiences to see what qualities they have demonstrated that are essential to success in the job you are discussing.
