Most people think that high technology is a good thing, and that it should not allow criminals to behave badly. This is not completely true. It is neutral in nature, as it is neither positive nor negative; it merely allows people to be more efficient. This point must not be quickly overlooked. It has no morality other than that of its user. While cell phones, computers, and even the Internet are objective and unaffected by human emotions and frailties, they are always programmed or controlled by frail humans. We must never count on technology to enforce morality or good behavior. Sadly, there are certain individuals that know how to use it to do bad things to good people.
