In 1995, cellular phone cloning in the U.S. was rampant. The majority of the problems with the security of the cellular system stemmed from the fact that it was very easy to make copies of valid cell phones. These fraudulent reproductions, known as clones, were costing cellular carriers thousands of dollars a day. While they recognized their technology needed to improve, they also realized that these changes would take quite some time to implement, and they needed help now. Therefore, they turned to law enforcement.
