DEVELOPMENT OF A VIABLE HIGH-SPEED PASSENGER RAIL SYSTEM

The improvements described in this chapter are broken up into several phases, with the most cost-effective to be done first. Gradual speedup of service eventually results in New York–Chicago rail travel time equal, in door-to-door service, to air transport.
