Sufficient private capital should be available for construction and outfitting of a high-speed rail line in the United States as described in previous chapters, provided adequate evidence can be produced that traffic volumes would materialize to produce net revenue as shown in what follows, sufficient to service the debt incurred. It is very difficult to provide such evidence, as other high-speed rail systems in other countries may claim profitability but do not have the same conditions of traffic, operations, and financing. Amtrak, as with some systems elsewhere, mixes high-speed passenger traffic with other rail operations, and it is difficult to separate costs between different forms of traffic. ...
