It is widely understood that the true owner of the information contained in the electronic record is the person. Healthcare institutions are custodians of the EMR, and every person has a right to view their own record. With paper-based charts, the challenge has been the cumbersome sharing of, and associated expense of copying for, both patients and other clinicians to have access to the record.
