HIT Federal Advisory Committees and Agencies

In 1972, decades before ARRA, HITECH, and PPACA, the Federal Advisory Committee Act became law and is still the legal foundation defining how federal advisory committees and agencies (FACAs) should operate.71 As then prescribed, characteristics of such groups included openness and inclusiveness, specific authorization by either the President or the head of the overseeing agency, transparency, and clearly defined timelines for operation, termination, and renewal.
