What Holds Back Eco-innovations? A “Green Growth Diagnostics” Approach

Abstract

This paper argues that greening the economy requires green innovations and reviews a recently proposed framework for analyzing barriers to green growth: Green Growth Diagnostics. The paper argues that this tool, when applied to eco-innovations and adapted it to the specific environmental problems faced, can be a useful, though not perfect, instrument to prioritize policy actions.
