Independent public-services providers (IPSPs) present the newest option for collaboration to public managers. These new entities at first appearance may look similar to networks or partnerships. Yet IPSPs have an approach to governance that makes them distinctive and offers a unique collaborative opportunity to public managers. All the other cross-sector collaborations (CSC) involve activities and relationships that advance the specific goals of a government program or policy.
