Policy Crisis in Higher Education: Reform or Deform?*

Higher education in India is engulfed with several problems and major reforms are long overdue. But unfortunately, the system has been characterized with a big policy vacuum for a long period.1 Somewhat surprisingly, all of a sudden, now there is a rush for reforms, in what is described as an ‘epochal year’ for education reforms that witnesses a paradigm shift in education policies.
