On 10 April 1992 Jose Maria Mendiluce, the UNHCR’s most senior official in the former Yugoslavia, left Belgrade for Sarajevo after a meeting with Serbian president, Slobodan Milosevic. Mendiluce was traveling through a region where the nexus of population, territory and security was in crisis and violently coming apart.
