What makes a URL “search engine safe”? Better yet, what makes a URL not “search engine safe”?

All major search engines (MSN, Yahoo!, Lycos, and so on) have traditionally had trouble indexing highly dynamic, template-driven sites. Because the site is dynamic, it is feasible that a search engine spider might get lost in a never-ending loop of links, unable to leave or to properly index the site.

Because of this, search engine spiders have avoided links with ? or & in the URLs. This has been a way to differentiate dynamic sites from static sites. As a result, most content in a ColdFusion site would not be indexed. There has to be a way around this.
