A subcommittee of the Committee on Government Operations of the House of Representatives of the Ninety-Fourth Congress of the United States heard, on June 11, 1976, testimony on “Converting Solar Energy into Electricity: A Major Breakthrough.” Joseph C. Yater (Yater, 1974) and (Yater, 1979), the inventor, read a prepared statement. Although the implementation of the the idea is improbable, we will discuss it here as an interesting intellectual exercise.
