We make no apology for starting this section with a chapter devoted to these two closely related topics, since both involve people.

Hotels have been subject to legal control ever since the Middle Ages. Travellers were vulnerable, and villainous innkeepers were sometimes tempted to charge them extortionate prices, or even to rob them while they slept. Even today, hotels are not allowed to pick and choose their guests, and those classed as inns have a legal obligation to look after their property while they are staying.
