Format of dictionary files

There are two types of AVPs. The standard RADIUS attributes are called Attribute Value Pairs (AVPs) while those from a vendor are called Vendor-Specific Attributes (VSA). Although there are two types of AVPs we usually do not differentiate between the two and simply call them both AVPs. VSAs use RADIUS attribute type 26 (Vendor-Specific).
