Running as root or not

FreeRADIUS should be running with as few privileges as possible in a production environment. A normal installation creates a dedicated user and group for this purpose.

On CentOS and SLES the user and group are called radiusd . On Ubuntu the user and group are called freerad . Only on special configurations will root privileges be required.
