In an effort to develop a corps of executive managers with the talent, foresight, and flexibility required to lead a soon-to-be-reformed federal service through a new era, Congress, through enactment of the 1978 Civil Service Reform Act, created the Senior Executive Service (SES). Congress envisioned the SES as a cadre of exceptional leaders recruited from the top levels of government and private industry, who would move among agencies and share their broad background and experience to create new efficiencies and innovations government-wide.
