1 Introduction

With a total installed capacity of approximately 219 GW,1 the Unified Power System of the Russian Federation is the fourth largest electricity system in the world, covering a vast region that, as illustrated in Figure 16.1, extends from Russia’s borders with the European Union to China and the Pacific Ocean.
