Each of the Friends of the Park groups is an institutional entrepreneur, trying to accumulate enough resources to turn abandoned industrial spaces into urban park space, creating a new kind of institution. The ways in which the proposed park embodies a certain, semi-private conception of a public amenity and draws aesthetic inspiration and money from governments, philanthropists, and local community members is central to the story told here.
