Set All Levels of Objectives

To integrate evaluation into your project, start with the objective-setting phase. Set objectives in a logical cascade from the highest to the lowest level (figure 12-5).

The formula is simple: To meet the level n objective, ask what objectives must first be met at level n-1. Here’s how you can go about it:

  1. List your business (level 4) objectives.

  2. List on-the-job performance changes necessary to accomplish these business objectives (level 3).

  3. List items that workers must learn to make the necessary performance changes (level 2).
