To calculate the costs of an evaluation effort, you can tally the costs of all the individual tasks necessary. For complex projects, you may want to use projectmanagement or resource planning software to help estimate and manage costs.
As a general rule, a complex, full-scale evaluation effort can take one person-year to develop and execute from scratch. Even so, the costs of evaluation should not exceed about 5 percent of the development costs of the e-learning project being evaluated.
