What Are the Goals of Your Evaluation?
The first step in creating your evaluation plan is to list your goals. As you do so, keep in mind your perspective on e-learning, especially the scope at which you want to evaluate, when in the process you will conduct the evaluation, and your economic role. You will also need to decide if you want to do an internal or external evaluation. Finally, you will need to decide the level of evaluation to perform.
The decision of which evaluation level(s) to use will largely determine the kind of results you report and the methods you use to gather and analyze data.
