General access periodicals:

Business Week has excellent continuing coverage of technology issues, but there isn't space to explain how things work, rather the focus is on impact.

The New York Times' business page covers the computer and telecommunications industries very effectively. The weekly Circuits section is superb.

Scientific American has excellent articles on key technologies.

The Wall Street Journal has coverage similar to the Times; it's a matter of taste.

Specialized periodicals:

Infoworld (weekly) is breezy and quick, but essential if you want to stay up to date.

PC Magazine (every two weeks or so) is first rate; a must have for everyone.
