One side effect of the AIDS epidemic is that governments found a new legitimate reason for taking an interest in what people do in the privacy of their own beds at night. It became much easier to talk about sexuality, condom ads were displayed everywhere, and sex came out of the closet. Sex surveys suddenly became medical and public health studies, so funding was easier to obtain.
