I review governance, measurement, and metrics topics from the perspective of the global software supply chain. I discuss traditional metrics and measurement approaches, and I focus on the question of effective governance for globally distributed enterprise software delivery teams. I draw the following conclusions:
• Traditional software metrics and measures are a useful starting point for governing the global software delivery process but are insufficient.
• Managing the global software supply chain has required a new measurement focus that is particularly explicit in outsourcing scenarios where both outsourcers and outsourcees have developed new ways to evaluate and track performance. ...
