Abstract

Since a complex engineering asset can last for a long time, the acquisition process should be governed by appropriate system acquisition principles. In the past, most acquisitions are decided on the needs basis. However, needs can change easily due to political, economical, social and many other factors. To maintain a stable capability level overtime, the systems engineering approach should be adopted to plan the acquisition process.
