There are more states in the world today than in any previous period. Many fall into the category of reasonable and manageable: they present the usual difficulties for corporate oil. But in others it is far less easy to do business using old formulae. There are failed or failing states (under which heading we may include dysfunctional or collapsing polities, inherently weak states, terminal states and rogue states).
