One notable feature of the discourse on environmental issues is the counterposing of environment and development as mutually antithetical goals. Unfortunately, the idea that economic development and environmental concerns are complementary has not been used for giving a perspective on sustainable development. This has resulted in a failure to generate a substantive framework within which one could locate and examine specific issues.
