As we have discussed throughout, effective implementation creates deliberate change—in the target group and in the system—to better achieve public value results. It is not merely arguing for particular government tools because of an ideological position, or making modest adjustments to existing organizational operations in order to receive additional funding. It is not pursuing change for change's stake.
