It is not necessary to develop the community through new buildings or changed priorities imposed through government reforms. What is needed is a new attitude within the various communities that make up any place. This attitude might best be described as an oxymoron: communal self-reliance. As I have argued, however, this is not to maintain business as usual, it is to ensure a sustainable methodology lies at the heart of this self-reliant community ethic.
