5.2. LEVEL OF SKILL DEVELOPMENT

Think of levels of learning and performance (see Figure 5.3) as how long it will take members of the target population to achieve some level of knowledge, skill proficiency as a result of the development initiative, or organizational change. Each level provides a platform for further development to the next level. It is our belief that learning and performance are linked. The use of the terms together is intentional because learning is enhanced by application, and because performance is improved by learning.
