Various methods are used to identify and gather training needs from stakeholders. Executives and technical leaders provide "top-down" training needs, and managers, technical experts, and employees provide "bottom-up" training needs. A diversity of training needs is typically identified and must be reconciled. They can be separated into strategic, operational, competency development, and career development categories.
