How Do You Incorporate Scope Definition into Project Management?
Raise the City or Lower the Highway?
The Central Artery/Tunnel Project (CA/T), better known by the public as the Boston Big Dig project, was initiated with noble objectives in mind (see Illustration 9.1). The state government of Massachusetts decided to undertake this venture in order to address serious traffic congestion on many of Boston’s historically twisted streets, which had been built long before the beginning of the twentieth century. The finished project included:
Rerouting Interstate 93 into a 3.5 mile (5.6 km) tunnel under the city
Construction of the Ted Williams Tunnel to connect Interstate 90 to Logan International Airport
